TLTB Organisation


The board of trustees of the iTaukei Land Trust Board (TLTB) comprises the Minister for iTaukei Affairs as chairman, five members appointed by the government, three Fijian members appointed by the iTaukei Affairs Board from a list of nominees submitted by provincial councils to the iTaukei Affairs Board, and not more than two members of any race, appointed by the President. Executive Management

The executive management is headed by the General Manager (GM) and is responsible for implementing policies approved by the Board. The team comprises of the General Manager, two Deputy General Manager positions and the Board Secretary. The Deputy General Manager Corporate (DGMC) is responsible for Finance, Information Technology, Human Resources and General Administration Services and the Deputy General Manager Operations (DGMO) is responsible for all estates operations matters and research and development (R&D). The Board Secretary is fully responsible for all Board matters. Other positions and sections report to GM.

As a public institution, the iTaukei Land Trust Board and its programs, activities, and plans are of special interest to the public. It is important to present the Board both accurately and in the best possible light. When information is released, every effort must be made to avoid misunderstanding, misinterpretation or confusion with the interest of native landowners at heart.

Board Secretary

The secretariat of the TLTB Board is based in Suva and responsible and accountable to them.

Four Regional Offices

There are four regional offices around Fiji. Two regional offices are serving the Western division, one for the Northern division and one for the Central and Eastern division.
The North-Western office is located at the Fiji Pine Trust Building in Lautoka and is responsible for all the areas from Vuda Peninsular, Lautoka City, Ba, Tavua, Rakiraki town and all other surrounding areas, including the provincial boundaries between Ra and Tailevu. The Yasawa Group and the Mamanucas area also come under their responsibility.

The South-Western office is located at the Airport Central Building (first floor) in Namaka, Nadi and is responsible for the areas for the Tikina of Sabeto, Vaturu, Nawaka, Nadi, Sikituru, Rukuruku (province of Ba) and the Nadroga/Navosa province.
The Central Eastern office is on the second floor of the TLTB building in Suva while the Northern Division has its office at the Macuata House in Labasa. The basic function of these regional offices is to manage and administer iTaukei land within its area in relation to issue and maintenance of lease and license contracts. All respective regional managers are responsible to provide satisfactory service to all tenants and landowners within his area of responsibility besides the efficient running of the regional office. He/She is responsible for approving, or otherwise, the leasing of native land within his/her area of operations.
1. Issue and administer iTaukei lease contracts.
2. Support potential internal and external investors on developments on native lands.
3. Regularly consult with landowners and provide sound advice to all tenants.
4. Provide efficient and professional service to all stakeholders of the Board.
5. Maintain good relationships and understanding with tenants and landowners.

Legal Department

This department under the Manager Legal is responsible for all legal and conveyance matters of the Board and the services provided are as follows:

  • Provide legal advice to landowners.
  • Provide legal guidance to the Board and the Management.
  • Represent the Board in all legal matters.

Human Resource Department

The HR Department is responsible for the planning and the provision of direction and control of HR strategies and policies of the TLTB. As well as to implement procedures to achieve the most effective use of the human resources, co-ordinate the effective design, implementation and operation of the HR systems and services, including performance management, training & development, health & safety and payroll with the overall objectives of achieving the goals of the TLTB.
Services Provided:

  • Training and development of staff;
  • Administration of staff benefit;
  • Processing of payroll;
  • Initiate training programmes for unemployed tertiary qualified students through work attachments.

Research & Development

Responsible for conducting on-going research and analysis of policies on the Board's core functions and business to identify new areas for development. This department is responsible through the Land Development and vetting committee and Projects and Dereservation Approvals Committee, for land development projects in creating surveyed properties for leasing. The research function is also under the Research & Development department.

Services Provided

  • Research on relevant issues in accordance with the statutory functions of the board.
  • Coordinate land development work to produce better leasing products for the market.

IT Department

IT Department is responsible for planning, directing, controlling and managing Information System activities of the TLTB. Co-ordinate the effective design, implementation and operation of IT system and applications.

Tourism Department

The Tourism Department is responsible for the administration of all tourism related interests and activities for the iTaukei landowners. This also includes the packaging and promotion of potential tourism sites after various consultations with landowners and key stakeholders. They advise and assist investors, landowners and the public at large on matters pertaining to tourism developments and ensuring that a 'win-win' situation is achieved.

This team looks after the Western part of Viti Levu including the Mamanuca Group and the Yasawa Group.

Tourism Department – Head Office, Suva

This team looks after the Central/Eastern Region and the Northern Region which includes, Macuata, Bua, Cakaudrove, Kadavu, Beqa, Tailevu, Naitasiri, Serua/Namosi, the Lau Group and Lomaiviti.

Reserves Department

Services provided by the Reserves Department to the landowners and the general public include:

  • Advice on land ownership status of native land in Fiji.
  • Advice on reserve status of lands in Fiji.
  • Advice on status of lands transferred from the state as Schedule A and B lands.
  • Advice on extinct Mataqali lands.
  • Advice on allotment cases being processed by the Department.
  • Advice on the dereservation cases being processed by the Department.
  • Advice on distribution units of a LOU land.

Maps issued at Reserves are photocopies of the original Reserve maps. These would show the following information:

  • TLFC lot boundaries.
  • TLFC information – area, records number, ownership, tikina , province, TLFC survey info (creek, rivers, mounds).
  • Reserve boundaries.
  • Reserve information – claim no , area, claimant.

Landowners Affairs Unit

The establishment of the Landowner Division is seen as essential to address their concerns. The Division plays an advisory role in entrepreneurship, training, trusts and education, consultation and awareness. Adding value to the income of landowners and developing iTaukei land are seen as a priority. Strengthening the capacity of landowners and optimizing their capital and intellectual resources is essential. Education, awareness and training are the TLTB's focal points for the landowners to be able to realize their potential and to make informed choices accordingly. The primary role is to not only create more awareness amongst landowners on the developments on their land but also how they can better utilize and manage it well.

Communication Unit

Provides communication and advocacy support (policy analysis, media monitoring, gap analysis, proposal development, evaluation and reporting) for the development and implementation of the TLTB mission and vision, executive management and other identified related priority projects. Coordinates communication and advocacy work through interaction with TLTB regional offices, external partners, the media and TLTB stakeholders.

Internal Audit Unit

The unit ensures that Board’s resources are safeguarded from all losses including theft, inefficiencies and abuse. It also ensures accuracy and reliability of accounting records, reviewing operational efficiencies and highlithing this to management & recomending improvements; and monitoring compliance to policies & procedures. The recent cases of inefficiencies and lack of control and monitoring due to weak control systems in place had prompted Management to reconsider its decision and appoint an Internal Auditor.
