CLARIFICATION ON LAND OWNERSHIP AND MINERAL RIGHTS IN FIJI
May 18, 2026Mataqali Navunimokosoi of Burerua, Tailevu has begun a bold step of empowerment and self-reliance with the assistance from TLTB. What started as a simple idea of working together has now grown into a structured plan to create opportunities for landowners.
From a simple Development Planning Framework that TLTB had assisted them with in 2025, the Mataqali through the assistance of Ministry of Agriculture and guidance of an experience commercial farmer from Nabaitavo, Naitasiri [Mr Josefa Uluvula], were able to register their cluster and have been providing consistent monthly update on their planting program.
Currently, the 11 households within the Mataqali have joined hands in solesolevaki, the traditional practice of working together, proving that unity is the foundation of development.
They have subdivided part of their Mataqali land for their agribusiness whereby 50 acres will be leased by the Mataqali to cater for the Mataqali commercial venture, and they have also planned that each of the 11 household will also lease 5 – 20 acres according to their household size. This allocation ensures that every family has a stake in the land, a chance to build a livelihood, and a responsibility to contribute to the collective success.
The 5-year farm plan and the 11 household and the Mataqali have been provided with these plans and planting program to assist them in their subsistence and commercial farming journey.
Recently they have opened their own LOU bank account which is saving up the funds they have fundraised and majority from their own pockets from both the working members of their clan as well as those that reside in the village. These funds have been utilized prudently to funding their Farming Project expenses on a weekly basis.
But their ambition doesn’t stop there. With plans to apply for the Taukei Development Fund Facility (TDFF) at TLTB, they are positioning themselves to access capital that will transform their dreams of becoming one of the Successful commercial farmers into reality.
Food security is at the heart of their strategy: together they have been planting 200 dalo suckers on a monthly basis for each family, not only to feed them but also to generate income. They also have started their Commercial Farming journey and have planted 2,000 dalo per month which will be dedicated to repaying TDFF loans, ensuring sustainability and financial discipline.
This is testimony of the power of collaboration and unity amongst Stakeholders and that are partnering with TLTB and LOUs with the common goal to assist and empower them for the successful and sustainable implementation of their development projects.
A special acknowledgement goes to the two Assistant Roko Tuis at the Tailevu Provincial Office at Korovou for supporting the LOU Empowerment program and most importantly for the facilitating and organizing of the much-needed meetings with key stakeholders.
