VACANCY 48/ 2026 – Manager Land Services (Suva)

      1. Strategic leadership and management of Land Services department and resources

• Developing, implementing and directing the operation plan that reflects the overall Operations business plan ensured.
• In consultation with the General Manager Estate Services and other Managers, ensure decisions made to manage and implement programs and projects and lead multidisciplinary teams is consistent with LS objectives within its Business Plan.
• Performance driven, competency managed and high morale developed  for the Land services team.
• Oversee overall Land Services work plan and monitor performance management for team and individual roles and develop competencies of team in line with future needs and succession plans ensured.
• Contribution provided to the Operation strategy development and planning process.
• Department operations managed in accordance with performance management system.
• Administer department budget preparation and maintenance.
• Lease management policies and procedures effectively monitored.
• Proposing new operational targets to achieve revenue targets ensured.
• Oversee departmental budgets and managed effectively.
• Relevant policy papers, research paper submissions prepared with respect to matters that concern land development, TLTB Online Market Place, land use planning, environment, climate change, GIS, ISO land management practices, etc.
• Ensuring the centralization and standardization of sales data/rates, to be used within the Land Price Index and Land Rent Index platforms.

     2. Land Management advisory services provided for stakeholders

• In partnership with the Regional Managers, ensure opportunities are identified for highest and best land use and business opportunities in parcelling land for the online market place platform. These must take into consideration the cost-benefit analysis of developments before proceeding with the projects. This is to ensure that projects are feasible, practical, and maximizing returns to landowners.
• Stakeholder’s partnership managed for effective utilization/management of iTaukei land.
• Relevant key stakeholders consulted on proposed land development of iTaukei land. Products need to be innovative, practical/realistic, and feasible in order to bring in sustainable returns and benefits to landowners.
• Development monitored in the region against relevant guidelines/recommendations.
• Centralised/standardized sales data and rates for use in the LRI and LPI platforms ensured.
• Use of geospatial technologies to prepare, package, and market land products ensured.
• Proactive advice provided, customer services and negotiation with senior representation of internal and external stakeholders ensured.
• Effective management of complex and detailed LS programs and projects as per the Business Plan and TLTB SCP targets

      3. Informed Management Reporting

• Confidence in the accuracy and integrity of the records/information maintained.
• Provisions of land development information in the region ensured.
• Financial analysis of regions Landuse: Projected, Actual against projected, status and incident reporting. Proposed projects to be properly analyzed using standard analyses such as cost-benefit analysis before being selected for development.

      4. Statutory and operationally compliant division

• Statutory compliance including compliance with the relevant Acts and legislation of the iTaukei Land Trust Board (TLTB) ensured.
• Compliance to the TLTB operational process and procedures maintained.
• Compliant workforce management including health, safety and environment ensured.

      5. Developing and growing regions activities in the interest of the LOU/stakeholders

• Service efficiency and land development improved.
• Improved image and acceptance by stakeholders (reduced complaints).
• Technology utilized effectively for business delivery in the online market platform.
• Collaborate with Regional Managers to lease applications, subdivision, development and so forth ensured.
• Facilitation of the development/growth in estate management efficiency
• lLnd-based business opportunities and initiatives for the landowners, including financing identified and implemented.
• Marketing of potential developments ensured.
• Work in collaboration with key stakeholders including DTCP, DoL, ITAB, TLC, FNPF, EFL, Telecommunications, Housing Authority, Government entity and so forth ensured.

      6. TLTB image and value standards demonstrated at all times.

• An efficient, safe, healthy, motivated and environmentally aware workforce ensured.
• Human resource management: effective utilization of resources including teamwork, work in partnership and collaboration will all managers.
• TLTB image upheld and values demonstrated at all times.
• TLTB images and values promoted across the Land services team.

• Degree in Land Management, Real Estate, Land Use Planning, Urban & Regional Planning and or Post Grad Cert or Post Grad Dip in Real Estate/Land Management. Good understanding and knowledge of the iTaukei Land Acts, iTaukei Land management legislation and systems, current international issues on indigenous Landownership and their rights. 5 years Senior Management experience.

• Grade 9 of the TLTB salary scale on a 3 years contract.
