Government has paid another $4.9 million to the iTaukei Land Trust Board (TLTB) this week, as rent subsidy for the 2025 – 2026 period. This will be distributed to affected land owning units by Friday 17th July 2026. TLTB has earlier received $2 million earlier this year which has been distributed.
TLTB wishes to clarify recent comments on social media regarding Government assistance provided through the Committee for Better Utilisation of Land (CBUL) programme and its impact on affected iTaukei landowners. A total of $101,555, 998.29 million had been paid out to our iTaukei landowners under the CBUL initiative since 2008.
CEO Mr Solomone Nata said it is important to clarify that CBUL was not established to disadvantage iTaukei landowners at their expenses. Rather, the programme was designed in ensuring that rental payments due to landowners is raised to market level at 10% of Unimproved Capital Value (UCV) from 6% statutory regulated under the Agricultural Landlord and tenant Act (ALTA), whilst promoting farm leaseholds productivity.
Mr Nata said the primary beneficiaries of CBUL payments are, in fact, the iTaukei landowners who continue to receive additional lease income from their land; without any deductions made by TLTB.
It is important to emphasise that CBUL payments are not lease rentals. They are additional payments, or benefits made to landowners in addition to the current annual rental paid by tenants.
Claims that Government pays annual lease rentals on behalf of tenants are incorrect. Annual lease rental remains the responsibility of the tenant and is payable under the terms of the lease agreement.
TLTB’s position is to review ALTA, in particular, the rent fixing method to market rate and remove its overriding powers; has been consistent since 1997 to now.
