The iTaukei Land Trust Board (TLTB), through its commercial company, Qelemaroroi Holdings Pte Limited (QHL), brought landowners and stakeholders together for the Landowners Financial Institution Roadmap Workshop at Yatu Lau Lagoon Resort, Pacific Harbour, on Monday, 28 September 2026. Participants included landowner representatives, QHL directors, representatives of the TLTB Board of Trustees, executive management and financial-sector experts.
Held under the theme “Building a Sustainable Financial Institution for Landowners: Developing the Roadmap to Financial Inclusion, Empowerment and Intergenerational Wealth Creation,” the workshop created a shared foundation for developing a draft roadmap.
The roadmap will guide further assessment and consultation and support consideration by the QHL Board and the TLTB Board of Trustees of a sustainable financial model that responds to the long-term needs of iTaukei landowners.
Discussions examined commercial viability, governance, regulatory requirements, risk management, capital, systems and specialist capability. The International Finance Corporation (IFC) contributed an international perspective, while the Reserve Bank of Fiji (RBF) provided regulatory insights. Strategic visioning and group sessions then identified the key opportunities, risks, capability requirements and priorities.
The discussions reinforced that the immediate priority is to identify the financial model that will best serve landowners while remaining commercially sustainable and well governed. Any progression towards a regulated financial institution must be phased and disciplined, with each stage supported by feasibility assessment, regulatory engagement, sound governance, strong risk management, adequate capital and liquidity, robust systems and specialist financial-sector capability.
The workshop outcomes are being consolidated into a draft Landowners Financial Institution Roadmap for consideration by the QHL Board and the TLTB Board of Trustees. The roadmap will set out proposed development phases, decision points, capability requirements and priority actions.
Through this initiative, TLTB and QHL are working to strengthen the economic participation of iTaukei landowners by developing sustainable pathways that can convert land-derived income into savings, investment, enterprise ownership, capital formation and long-term wealth.
