TOURISM DEVELOPMENT - VATUKOKO, VATURU, BA


The iTaukei Land Trust Board (TLTB) invites written Expression of Interest (EOI) for the above land for Tourism Development at Nausori Highlands, Vaturu, in the Ba Province.  The land comprises of approximately 106.9310 hactares  or 264.1196 acres (subject to survey) of iTaukei land known as Vatukoko (Part of) in the District Vaturu, and Province of Ba
 
Purpose

The purpose of EOI is to seek Investors and Developers who wish to participate in the development of the proposed tourism development at Table Top Mountain, Nausori Highlands, Vaturu District, Ba (Upper Nadi).
 
Scope of Works 

The scope of works will include but not limited to the following:
  1. Area suitable for Lookout point, Zip lining, Mountain retreat, Adventure activities such as rock climbing and other Tourism development.
  2. For foreign investors, the approval of the Investment Fiji and the Reserve Bank are mandatory.
  3. Carrying out all survey and planning works in accordance with the requirements of the Department of Town and Country Planning and other approving agencies.
  4. Undertake an Environmental Impact Study and associated reports.
  5. Provide a project business plan and projected work schedule for the development.
The successful Investor/Developer will be issued with a 99 year  lease with effect from 1st January,2019 or 1st July 2019 (negotiable),   subject to payment of relevant premium/cost/fees (where applicable) under the iTaukei Land Trust Act [Cap 134].
 
The lease will also include Special Conditions which shall be agreed by the Applicant & the iTaukei Land Trust Board.
 
Land Details & Infrstructure 
 
  1. Land Area: 106.9310 Ha / 264.1196 acres (subject to survey)
  2. Land Owning Unit/ Mataqali – The land is owned by Yavusa, Nanuku of Nagado Village, Vaturu District, Province of Ba.
  3. Location – The site is located along the Nausori Highlands road on the table mountain with a stunning view overlooking the greater Nadi area, Mamanuca group and Yasawa. It has an explicit scenic view. It is located outside the Nadi town periphery and is a fifteen minutes’ drive from Nadi International Airport
  4. Road/Transportation – Subject site is directly accessed by road (Land boundary fronting Nausori Highland road). Approximately 15 minutes’ drive from Nadi International Airport.
  5. Power Supply – Development site is accessible to Energy Fiji Powerlines which service nearby villages like Yavuna village that is approximately 1km to the subject area. Renewable solar energy is also a suitable means of power since it is situated in the dry zone which is mostly accessible to sunshine.
  6. Water source Water can be sourced from bore holes, collection of rainwater or connection to the Water Authority of Fiji main line.
  7. Telecommunication: All telecommunications network are available (Telecom Fiji, Vodafone and Digicel). For Telecom Fiji you will need to discuss with them on the installation of land lines into the property.
  8. Other Detail: It is one of the best look out point in the Nadi area that could be developed for tourism attraction site. There has been no look out point build in Fiji but the subject site has offered the potential for such development.

Tourism's Standard Lease Terms & Conditions
 
  1. Term of Lease: 99 years. Commencement date to be negotiated.
  2. Premium (one off payment): $2,200,000.00
  3. Annual Rent (5 year development period): $10,000 per annum and subject to review every 5 years.
  4. Education Scholarship Fund: $5,000 per annum is paid to the landowners and subject to review every 5 years.
  5. Infrastructure or Community Development Fund: $20,000 as one off payment to assist in village infrastructure development of the landowners.
  6. Subdivision, Sublease & Strata Unit: 5% of total consideration shall be paid for sale and resale of any subdivision lot, sublease and strata unit.
  7. Annual Rental, post development period: 3.5% the gross receipts at the commencement of the 6th year and increase by 0.5% in every ten years thereafter until it reached 5.5% gross receipt as per tourism policy.
  8. Land owners: To be given first preference for employment and hospitality related business activity.
  9. A “Concept Plan” for the Advertised site to be provided within two years of issuance of lease.
 The EOI should include the following information as well:
 
  1. Company profile, Registration, and Financial Statement/Status;
  2. Curriculum Vitae (CV) for individuals shareholders;
  3. A deposit fee of $545 (VAT) to be submitted together with the EOI that will be refunded if unsuccessful; 
All Investors/Developers must demonstrate their ability to undertake the above mentioned works and meet the criteria set out in the above scope of works, and also agreed to the above standard terms and conditions.

Sealed envelopes marked “EXPRESSION OF INTEREST - DEVELOPMENT OF VATUKOKO TOURISM DEVELOPMENT” is to be addressed to the Manager Tourism, TLTB, Private Mail Bag, Nadi Airport or placed in the appropriate Tender Box located at TLTB Tourism Office, Level 1 Airport Central Building, Namaka Nadi.
 
The EOI will close on Friday 1 March 2019. Late submissions and submissions through facsimile will not be accepted.
